Minutes of the Nettleham Parish Council Property Committee meeting
held on Tuesday 5 July 2022 at 7.30pm in the Old School, Small Hall
 
Present: Cllrs D Newsam (DN)(Chair),P Jenkinson (PJ), Mrs J Clayton (JC), P McNeill (PM), Cllr J Radcliffe (JR), 
Also in attendance: Claire Ward (AC), Cllr J Evans (JE). And one member of the public.
Apologies received from Clerk & Facilities Mgr.
 
The meeting commenced at 7.30pm
The Chairman of the Property Committee thanked all for attending.
 
Public forum
A resident attended the meeting to discuss the new Platinum Jubilee tree that has been planted in Bishops Meadow because the original Oak tree had died.  In addition the resident suggested that the fruit on the apple trees in Bishops Meadow require thinning.

083/22 To appoint Property Committee Vice – Chairman
Following discussion, it was proposed, seconded and 
AGREED: To appoint Cllr Jenkinson as Property Committee Vice-Chairman. Unanimous
 
084/22 Disclosure of interests in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations. 
  • Cllr J Evans – item 11. Cllr Evans to leave the meeting for this item.
085/22 The notes of the Property Committee meeting held on 7 June 2022 to be approved as the minutes

AGREED: That the notes of the Property Committee meeting held on 7 June 2022 be approved as a correct record and be signed by the Chairman.  Unanimous 
 
086/22 Financial Matters (FM)
a) To approve/ratify recent and proposed expenditure:

b) To consider the income &expenditure report at 31/05/22
The contents of the income and expenditure report were noted
 
087/22 Facilities Manager Report
The Facilities Manager report had been circulated, the contents noted. 
 
088/22 Working Groups (15 mins max)
To receive reports as follows:
a) Beck (PJ):
  • The water level in the beck is very low
  • Appreciation was expressed for the hard work the facilities team have put in to clear overgrown vegetation in the beck at Kingsway
b) Mulsanne Park (DN):
  • A great deal of work has taken place over the past few weeks including new doors, a remodelled bar frontage, ceilings and walls re-skimmed and bench seating removed.
  • The improvement to the facilities is really beginning to take shape
c) Field paths (JC):
  • Field path 166 (The heath) has required some maintenance 
d) Vicars Wood (JC):
  • Cllr Clayton has been in contact with current Vicars Wood volunteers 
  • There will be an article in Nettleham Matters in August inviting people to join the volunteer group
  • Some clearance has been undertaken and more wood chippings are now required    ACTION FM
  • We are waiting for a price to resurface the path
e) Bishop’s Palace/Meadow (PM)
  • Nothing to report
f) Allotments (PM)
  • Letters have been sent to allotment holders to advise them about the further delay in handing over the new allotment site. 
  • FM to contact Trueloves to get an update regarding proposed handover date   ACTION FM
g) Swathe (PM)
  • Meetings have taken place to select a preferred cemetery design consultant for the Swathe extension, however the tender has not yet been awarded.
089/22 Tree matters - update (JR)
  • Nothing to report
090/22 To consider hedge height reduction - Bill Baileys playing field fronting Scothern Rd 
  • Councillors discussed the suggestion from the PCSO to reduce the height of the hedge between Bill Bailey’s playing field and the Scothern Road to 4 feet. 
  • FM to request a quote to reduce the hedge height    ACTION FM

091/22 To consider allocating village areas to Councillors for responsibility to report issues (DN)
  • Councillors discussed allocating areas of the village for individual councillors to monitor.
  • Cllr Newsam agreed to produce a map showing a provisional allocation of areas, for discussion at a future meeting.                          ACTION DN

092/22 To consider purchase of current/past Chairman display board (PJ)
  • Councillors considered the proposal to purchase a display board to recognise past/present chairmen.
  • Cllr Newsam to research the names of past chairmen      ACTION DN
  • An estimate has been obtained for an oak display board and lettering 
  • FM to request formal quote for the display board             ACTION FM

AGREED: To recommend to full council the purchase of a current/past Chairman display board at a cost of £500 from General Reserves. Unanimous

093/22 Correspondence
a) To consider opportunities to recognise resident contributions to the village
  • Councillors discussed the suggestion that two people who have contributed to the upkeep of the facilities at Mulsanne Park for many years should be formally acknowledged.
  • Cllr Newsam to discuss the suggestion with the football and cricket clubs.   ACTION DN
b) To consider resident’s request for installation of war memorial bench – by Parish Council
  • Councillors considered a request to install a war memorial bench however, the Parish council’s policy is only to accept donated benches.
  • Councillors also feel that the village green is well served with benches, but when a bench needs replacing they would explore possibility of replacing it with a memorial bench.
  • The Facilities Manager will write to the resident and explain the decision not to install a memorial bench at the current time.        ACTION FM
094/22 Councillors’ Reports/Future agenda items

Bus report - PJ Councillor Jenkinson reported that the number 4 PC coach is now following the correct route around the Village green rather than going down Vicarage Lane. In addition drivers have been asked not to wait outside the convenience store on Lodge Lane with their engines running.
