Minutes of the Nettleham Parish Council Property Committee meeting
held on Tuesday 5 April 2022 at 7.30pm in the Old School, Small Hall
 
Present: Cllrs D Newsam (DN)(Chair),P Jenkinson (PJ), Mrs J Clayton (JC), P McNeill (PM), Cllr J Radcliffe (JR)
Also in attendance: Cllr J Evans, Jane Ashby (FM), Claire Ward (AC) 
The meeting commenced at 7.30pm
The Chairman of the Property Committee thanked all for attending.
 
038/22.  To resolve to receive apologies and accept reasons for absence received by the Clerk,   
prior to the meeting.  
Committee were advised that apologies had been received from Mrs D.Locker (Parish Clerk)
 
039/22 Disclosure of interests in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations. None
 
040/22 The notes of the Property Committee meeting held on 8 March 2022 to be approved as the minutes 
It was proposed, seconded and 
AGREED: That the notes of the Property Committee meeting held on 8 March 2022 be approved as a correct record and be signed by the Chairman.  Unanimous by those present at that meeting
 
041/22 Financial Matters (FM)
a) To approve/ratify recent and proposed expenditure:

James Heath £89.26 - Install LED panel in workshop to improve lighting
James Heath £405.32 - Install 3no. 5ft LED fittings to replace current fluorescent fittings
HCG £548.00 - Annual gas service OSLH heaters, Boiler, Kitchen water boiler and gas test appliances

AGREED: To approve/ratify recent and proposed expenditure. Unanimous
 
042/22 Facilities Manager Report
The Facilities manager report had been circulated, the contents noted. 
 
043/22 Working Groups (15 mins max)
To receive reports as follows:
a) Beck (PJ):
  • The next meeting of the beck working group will take place on 9 May at 2pm
  • At Danby Hill a bough was removed from the beck by the facilities team and Cllr Jenkinson
  • The culverts continue to be regularly checked and cleared
b) Mulsanne Park (DN):
  • The refurbishment of Mulsanne pavilion is progressing. This week some walls have been demolished and rebuilt to increase the area available for hirers. The electrician has also been in to undertake some rewiring.
c) Field paths (JC):
i) Minutes - field path working group held 23 February 2022 – noted
  • Following discussion there was a recommendation that Parish Council review the current working group structure and for the management of Green Lane to be incorporated into the Field paths working group.
  • During discussion Councillors were advised that the Parish Council had agreed to write to Lincolnshire road safety partnership to request speed reduction along the A46 near the Brown Cow and this was supported by the Property Committee.
d) Vicars Wood (JC):
  • Currently awaiting permission to reduce a sycamore tree in the wood
e) Bishops Palace/Meadow (DN)
  • The Jubilee tree has been planted and a tree guard will be installed this week
  • Following discussion there was a recommendation that Parish Council review the current working group structure and for the management of Bishops Palace/Meadow and the Swathe to be incorporated into one working group.
f) Allotments (PM)
  • The Facilities Manager will contact the developer of the site off Scothern road to request an update regarding the handover of the allotment site. ACTION FM
  • Current plot holders will then be updated regarding the proposed hand over date for the new site. ACTION AC
g) Swathe (PM)
  • Proposals for the design of the burial ground extension will be reviewed at the next meeting of the swathe working group.
044/22 Tree matters - update (JR)
a) To set date for Jubilee Tree plaque unveiling (PM)
  • It was suggested that 10am on Saturday 16 April would be a suitable date
  • The LCC and WLDC councillors will be invited to attend plus Parish councillors ACTION FM
  •  A photographer will also be invited ACTION JE
045/22 To discuss waste provision at Mulsanne Pavilion
  • Councillors discussed the arrangements for waste collection and removal at Mulsanne Park.
  • A permanent bin which would be emptied by WLDC would cost between £200 - £400
  • Cllr Newsam has agreed to talk to the users group about purchasing an extra bin    ACTION DN
  • Following discussion regarding litter in the village, there was a recommendation that Parish Council consider the installation of an additional litter bin on the village green

AGREED: To purchase two black bins to be installed as a temporary measure at Mulsanne Park. Unanimous ACTION FM
046/22 To discuss entering East Midlands in Bloom Competition
  • The committee discussed entering the competition in 2023 and also considered the Nettleham in bloom competition which has not taken place for a number of years.
  • Cllr Radcliffe agreed to investigate further and report back at the next meeting of the property committee ACTION JR
047/22 Correspondence
a) Request to erect a sign at beck – Do not feed the ducks
Councillors discussed a request to erect an additional sign but did not feel it was necessary.
It was proposed, seconded and 
AGREED: Not to erect any further signs about feeding the ducks at the beck. For 4 – abstention 1
b) Request for No Mow May (RP)
Councillors discussed a proposal to support No Mow May, a campaign run by Plantlife (www.plantlife.org.uk) to encourage residents and councils to leave grassy areas unmown in May in order to support pollinators such as bees, butterflies and beetles. The following no mow areas have been identified:
1) Upper tier at Bill Bailey’s (site to be used for grass maze)
2) The Old Quarry on Washdyke lane
3) Mulsanne Park practice football pitch
4) Mulsanne Park tree area near storage garages
It was proposed, seconded and 
AGREED: To support the proposal to participate in No Mow May. Unanimous
  • FM to liaise with grass cutting contractor ACTION FM
048/22 Councillors’ Reports/Future agenda items
  • Cllr Jenkinson has requested a meeting  to discuss next steps at the Old Quarry wildflower meadow ACTION PJ
  • To discuss entering East Midlands in Bloom in 2023 (JR)

The next meeting of the Parish Council’s Property Committee will be held on 10 May 2022 at the Small Hall, Old School, Mill Hill at 7.30pm
