Minutes of the Nettleham Parish Council Property Committee meeting
held on Tuesday 8 November 2022 at 7.30pm in the Old School, Small Hall
 
Present: Cllrs D Newsam (DN)(Chair),P Jenkinson (PJ)(Vice Chair), Mrs J Clayton (JC), P McNeill (PM),  J Radcliffe (JR), 
Also in attendance: Debbie Locker (Clerk),Jane Ashby(FM), Claire Ward (AC), Cllr A.White, Cllr J.Evans, Cllr J.Barrett and 5 members of the public.
The meeting commenced at 7.30pm
The Chairman of the Property Committee thanked all for attending.
 
Public Forum:
A resident attended the meeting to acknowledge the publication of Health and Safety audit reports on the Parish Council website and requested that the most recent reports were also uploaded . In addition the resident raised the issue of maintaining good tree health in relation to the disposal of wood chippings from Green Lane.  To avoid the spread of harmful pathogens it is recommended not to transfer woodchippings to other areas.
A resident representing a number of people living on All Saints Lane attended the meeting, to highlight a letter which they have sent to the Parish Council supporting the proposed tree works in Green Lane. Overhanging trees continue to be an issue for residents and they have requested further information about the interim tree works planned.

130/22 Financial Matters (FM)
a) To approve/ratify recent and proposed expenditure:
HCG £114.00 Hot water heater at Mulsanne Pavilion Gas service
Lincoln Archivists Up to 1 hour at £45.00 per hour, History Research into the Plough Public House

131/22 Facilities Manager Report
The Facilities Manager report had been circulated, the contents noted:
Following discussion it was agreed that the Facilities Manager would check the impact on the Street Furniture insurance policy, before making a claim for repairs to a memorial bench to be carried out by Knights as per their quote. ACTION FM
It was proposed, seconded and 
AGREED: To go ahead with the repairs to the memorial bench from Bill Baileys as specified by Knights, subject to the FM checking the impact of making a claim on the Street Furniture insurance policy.  Unanimous 
 
It was proposed, seconded and 
AGREED: bring item 13 (Interim Tree Works in Green Lane) and item 7 (Budget requirement 2023/24) forward.  Unanimous 
 
132/22 To consider – Proposal for Interim Tree Works in Green lane – JC
Councillors discussed the proposal to undertake the cutting back of overhanging branches on six properties on All Saints Lane as an interim intervention (within the funds available) before a management plan for Green Lane is drawn up. It was suggested that the next step should be to ask a tree surgeon to assess and recommend appropriate action.                                    ACTION FM
It was noted that some residents enjoy the tunnel effect of the branches and that any work would have to be completed during the winter, and before the nesting season commences.
It was also suggested that the university or Riseholme College might be interested in conducting some research into trees and associated habitats in the area.

AGREED: to ask M.Cropper (Tree Surgeon) to visit Green Lane as soon as possible to advise on interim tree works.  Unanimous ACTION FM
 
133/22 To discuss the budget requirement for 2023/24
Councillors discussed the budget requirement for 2023/24 which remains very similar to last year.
It was proposed, seconded and 
AGREED: to recommend to Parish Council the approval of the budget requirement proposed 
for 2023/24. Unanimous 
 
134/22 To discuss fees and charges for 2023/24
Councillors discussed the current scale of fees and charges and noted that income from the Old School has exceeded expectations.

AGREED: to recommend to Parish Council that the current level of fees and charges is maintained for 2023/4. Unanimous 
 
135/22 To discuss provision for earmarked reserves for 2023/24
Councillors agreed to defer discussing earmarked reserves for 2023/24 until further information from WLDC was available.
 
136/22 To consider amendments to the Council’s Health and Safety Policy 2022 proposed by PIB Risk Management & associated actions list following the annual Health & Safety audit – (FM)
Councillors discussed the amendments proposed by PIB and an error was identified on page 21 (Mobile phones). ACTION FM
It was proposed, seconded and 
AGREED: to recommend to Parish Council the amendments to the Council’s Health and Safety Policy 2022 proposed by PIB Risk Management & associated actions list following the annual Health & Safety audit, subject to the correction of the error on page 21.  Unanimous 
 
137/22 Working Groups (15 mins max)
To receive reports as follows:
a) Beck (PJ)
i. Aqua sac storage
Councillors discussed the options for storing aqua sacs so that they were available a short notice when the need arose. It was felt that a small garden storage unit could be installed at the Old School. In addition some could be stored at Beck House by agreement with the occupant and access granted to members of the Emergency Planning committee.

AGREED: To store some aqua sacs at Beck House by agreement with the occupant and the remainder at the Old School.  Unanimous 
  • The weir has been removed and work in the beck at Kingsway will take place this week
  • Danby Hill clearance work completed
  • Thanks due to the facilities team for their on-going efforts in maintaining the beck
  • Thanks also to the gentleman who used his drain rods to clear a blockage outside the church during the recent heavy rain
  • Further clearance by Police HQ  is required where the beck passes through the Scotches.
  • There is a tree leaning over the beck and the footpath at the end of the field next to Beckside Nursery, enquiries need to be made to identify who is responsible for its maintenance. ACTION FM
b) Mulsanne Park (DN)
  • Work has started on the toilets
  • The floors are finished and the joiner and plumber expected to finish soon
  • New bar screen to be installed next week
  • Solar panels installed 6 December 2022
  • Quote required for re drawing parking bays in carpark                                             ACTION FM
c) Field paths (JC)
  • Notes of the meeting on 10 October 2022 have been circulated and actions noted      ACTION FM
  • A Christmas walk is planned for the 28 December 2022 in association with Coop well-being walks
d) Vicars Wood (JC)
  • The re installation of the Linelands bench has been delayed and is now scheduled for the last week in November.
  • Another working party is planned
  • Awaiting a further quote for resurfacing the path ACTION FM
e) Bishop’s Palace/Meadow (PM)
  • A meeting is scheduled with the lead volunteer for 10 November 2022
  • Update to be brought to next Property Committee meeting
f) Allotments (PM)
  • There has been no further news from Trueloves
g) Swathe (PM)

138/22 Tree matters - update (JR)
  • Two dead trees at the top of Wold View were reported.             ACTION FM
  • There are several trees overhanging the beck outside Vicars wood and the church yard

140/22 Swathe Burial Ground Extension – update
a) To receive an update following meeting with Swathe extension design Architect (PM)
  • A meeting took place on 7 November 2022 with the landscape architect. From a range of landscaping designs presented at an earlier meeting the working group have agreed to adopt a naturalistic approach to the design of the Swathe extension. 
  • A further meeting is proposed for 18 November 2022, design specification to be circulated  beforehand ACTION PM

a) Request for a donated Memorial Bench at Mulsanne
Councillors discussed a request for a donated Memorial Bench to be installed near Mulsanne Pavilion close to the bike racks.
