MINUTES OF THE NETTLEHAM PARISH COUNCIL PROPERTY COMMITTEE MEETING HELD ON TUESDAY 5 MARCH 2019 AT THE OLD SCHOOL NETTLEHAM
 
PRESENT: Cllrs J Hill (JH) (Chair), J Evans (JE) (ex-officio), J Siddall (JS) (ex-officio), J Downs (JD), R Porter (RP), J Clayton (JC) and T Williams (TW) 
Also in attendance: Cllr D Newsam (DN), D Locker (DL) (Parish Clerk), F Stanford (FS) (Facilities Manager) and one member of the public
 
PUBLIC FORUM 
JH announced that before opening the meeting, the member of the public in attendance had an opportunity to address the Parish Council. They said that they did not wish to speak.
 
JH also requested that item 6 on the agenda (Parish Cleaning Contract) be moved to the end of the meeting under Confidential Matters and this was agreed.

16/19   DECLARATIONS OF INTEREST 
JC declared a non-pecuniary interest in Agenda item 8 as a member of the Village Hall Committee
 
17/19 APPROVE DRAFT MINUTES PROPERTY COMMITTEE MEETING ON 22 JANUARY 2019
Minutes approved subject to following amendments:
  • Item 06/19 – omit reference to WLDC – dog control by-law is a Parish initiative
  • Item 08/19.2 – include approx. cost of 3G/4G pitches
Draft minutes will be duly amended prior to signing
 
18/19  FACILITIES MANAGER’S REPORT
Following submission and discussion of the Facilities Managers report schedule it was confirmed: 
18/19.1   Mulsanne Park Security – CCTV camera and evening security patrols noted along with proposal to improve external lighting 
18/19.2  Mulsanne Park - Lodge Lane Development Issues – meeting scheduled with developer – provisionally 20 March 10.30am – JD, JE, JS and FS to attend
18/19.3  Burial Ground Update – site survey and updated plan together with electronic data base ongoing
 
19/1 NETTLEHAM MATTERS ARTICLES 
Remaining articles agreed:
  • April 2019 – Allotments (RP) – deadline 20.03.19 
  • May 2019 – Trees (JH) - deadline 20.04.19
  • June 2019 - Buildings & Car Parks (MS & FS) - deadline 20.05.19
  • September 2019 – Village Hall (JS) – deadline 20.08.19
It was also agreed to discuss the articles at a future Parish Council meeting with a view to expanding/publishing them to both increase their accessibility and create a reference document.
  
20/19   PROPOSED PERMISIVE PATHS
20/19.1 Update – RP’s report was duly noted and the following comments made:
  • Swathe Path 3 - local contact being sourced to try and circumvent the negative landowner/agent responses to date
  • Kingsway Path 4 – field owner confirmed (not farmer) 
  • Further New Paths – two further paths identified – extension of Path 2 along the beck to Sudbrooke and reinstate a previous permissive path from Scothern Road to the existing Scothern/Nettleham fieldpath.
It was agreed to pursue alternative contact re Path 3, to write to the landowner re Path 4 and investigate the two further new paths and contact adjoining councils to perhaps agree a joint approach.  It was also suggested to publish (Nettleham Matters, Web etc.) new paths agreed to date (Path 1) and mention those in the pipeline – RP to consider
 
20/19.2 Greetwell Lane Path 1 – following noted:
  • Landowner agreement confirmed albeit for initially 1 year and not the 5 originally requested
  • Change walkers to ‘users’ in the agreement
  • Consider dog waste bin (would have to be on Greetwell Lane)
  • Condition of adjacent land immediately off Greetwell Lane
  • Proposed signage and Initial budget
The agreement was accepted (subject to the ‘users’ change), a dog bin will be investigated and it was confirmed that the landowner intends to tidy up the area off Greetwell Lane – it was also agreed to include a budget of up to £1,500 for creating the bridleway, signage (and bin if possible).  
RP also confirmed he is investigating the possibility of upgrading the fieldpath from Danby Hill to Greetwell Lane into a Bridleway.

21/19 VILLAGE HALL UPDATE
JS gave update on recent meeting of Village Hall Refurbishment Working Group (VHRWG) in which both JE and Village Hall Committee Chairman attended. The current position regarding replacement main entrance doors (power assisted aluminium doors at c£9k) and hall clerestory windows (double glazed upvc c£10k) was noted. JS also confirmed current financial position of Village Hall Capital fund and possible grant aid contributions for the doors and windows.  FS will distribute notes of the last VHRWG meeting (14.02.19).
 
22/19   MULSANNE PARK 3/4G PITCH, FOOTBALL STAND & ONGOING ISSUES
22/19.1 Provision of 3/4G Pitch – JD confirmed meeting took place with local resident who accepted that the proposal would need substantial further investigation and consultation particularly with the football club.  Also noted that the Parish Council would be unlikely to offer any financial support at this stage. JD will report back if/when a firm proposal along with funding provision for consideration by the Parish Council is available.
22/19.2 Football Stand – TW confirmed the Football Stand belongs to the football club and the licence (dated 23.03.15) covers:
  • Licence to Occupy
  • Maintenance Responsibilities
  • Obligations and Liabilities
  • Termination
The two ‘dug outs’ are not part of the licence although football club have a responsibility for them – FS to confirm.
22/19.3  Ongoing Issues – Anti social behaviour and subsequent security is as previously reported. The football club are to undertake surveys of both their storage garage and football stand in the close season and to liaise with the PC regarding required maintenance/improvement work. The cricket screen trollies (rear of car park double garages) are now to be brought back into use by the Cricket Club. A new large screen TV has now been installed by the cricket club in the pavilion (FS to obtain copy of TV licence). FS awaiting costs for schedule of identified improvement works to the pavilion.
 
23/19 THE BECK
TW gave brief update following recent Beck Working Group meeting – and confirmed:
  • Recommendation to reinstate the three temporary weirs in April and to remove them again each winter (October – March) which was subsequently agreed.
  • Meeting being arranged with Witham Internal Drainage Board to advise on remedial works (primarily mud-banks) resulting from weir removal and repairs to weirs.
  • Lincolnshire Rivers Trust Kingsway Project land owners approval ongoing and anticipate starting the work in April.

24/19 DOG CONTROL ORDERS
TW tabled paper outlining current Dog Control Order legislation which was duly noted and the recommendation to contact WLDC (as the primary authority) to consider including Dog Control Order/s within Nettleham be pursued – DL/FS to investigate.

25/19   TREE MATTERS
JH confirmed that the Celebratory Tree (Dawn Redwood) has now been planted in the Swathe. JH also reported that a complaint had again been received regarding the two Silver Birch trees along the beck rear of Mill Hill (blocking light, leave debris etc.) and it was agreed that FS would again write to the resident explaining that nothing material had changed and therefore no further action would be carried out by the Parish Council and reiterate that any work undertaken by them (branches overhanging their property etc.) is subject to Conservation Area consent.   JC reported that a tree within the rear of the Hub was potentially going to be removed (to make way for a child play area) – DL to informally advise the Hub of the implications of removing trees within a Conservation Area.
 
26/19   FINANCIAL MONITORING REPORT 
26/19.1 Review of Expenditure – a comprehensive analysis of both expenditure and income to date (27.02.19) was noted and accepted.  Overall expenditure was generally within budget although Mulsanne Park was overspent but overall at this stage an operating surplus looked likely as individual allocations, as expected, showed some variance (savings) from targets. 
    26/19.2 following expenditure was approved:
  • Purchase of a generator £255
  • Beck Path (Church Street – Vicarage Lane) – replacement of channel gratings with solid panels £160
 
27/19     ANNUAL VILLAGE INSPECTION
Village Inspection dates confirmed as Thursday 19 April and Tuesday 23 April – both commencing 4.00pm – FS to provide further details nearer the time
 
28/19   COUNCILLORS REPORT ON AREAS OF RESPONSIBILITY
JD had previously submitted his written report: 
JC requested update on Village Green Telephone Kiosk – FS confirmed awaiting price for reglazng and fitting door lock after which original type phone (unconnected) will be fitted.
RP confirmed grant application to be shortly submitted for Bill Baileys Play Area extension – JE will assist/review application if required.
 
29/19    FUTURE AGENDA ITEMS – None
 
30/19    EXCLUSION OF PUBLIC & PRESS - Agreed that the meeting move into closed session.
 
31/19    CONFIDENTIAL ITEM – PARISH CLEANING CONTRACT
Following consideration of tabled report - agreed that the current cleaning contract be terminated (giving one months’ notice) and a new contract be given to Contractor 1 (Clean Sweep)
