MINUTES OF THE PROPERTY COMMITTEE MEETING HELD AT THE OLD SCHOOL, NETTLEHAM ON TUESDAY 3 OCTOBER 2023, AT 7.15 PM

The meeting commenced at 7.15pm

RESOLVED: to approve as a correct record the notes of the Property Committee meeting held on 12 September 2023 and to authorise the Chairman to sign as the official minutes. The Chairman duly signed the minutes.

6. To discuss working groups
a). Running of Working Groups
Councillors were advised that Working Group lead councillors should approach former members of working groups (usually volunteers) to check their continued availability. The MPUG are meeting on Monday 16 at 7pm.
Lead councillors are politely requested to organise their own meetings and contact the office (reception) to check the availability of a suitable venue. The frequency of meetings varies depending on the group; however the following is a suggested minimum number of meetings per annum.

b). Changing the name of the Beck Working Group
Councillors discussed the proposal to adopt the name ‘Beck and Flood Resilience’ working group

RESOLVED: to approve the change of name to ‘Beck and Flood Resilience’ working group
7. To discuss Correspondence from Nettleham FC Executive committee
Councillors discussed the letter from the Executive committee, Nettleham Football Club. The committee welcomes the installation of CCTV and suggest that it could be a tool in the ongoing battle with irresponsible dog owners, who continue to allow their dogs off the lead resulting in frequent and potentially hazardous fouling of the pitches and surrounding areas.
It is noted that Cherry Willingham Parish Council have signage in place at their Cricket ground and play park instructing NO DOGS ALLOWED, and that people breaking these rules will be prosecuted. Its well known locally that their residents adhere to this. Additionally, some Parish Councils provide poo bags at appropriate access points for those who find they have come out without one.
A three-stage plan was suggested:
i). All relevant signage is to be reviewed and if necessary, replaced/enlarged/enhanced or repositioned ACTION FM
ii). Cllr White will write an article for Nettleham Matters and FB describing how serious this issue has become and the genuine risk that contact with dog faeces presents to children in particular. ACTION AW
iii). The WLDC enforcement officer has already been consulted and recommended pursuing the first two actions, before involving the enforcement officer if the situation has not improved.
iv). Contact Cherry Willingham PC to find out how are they policing the exclusion of dogs from their pitches and play areas. ACTION AW
8. To discuss additional cuts to the Grass cutting schedule for this year
Councillors discussed the grass cutting schedule, there is one remaining grass cut in the current schedule of 13. Because the grass is still growing so vigorously it has been suggested that a further cut may be required in November. The grass cutting budget should be able to support this additional expenditure.

RESOLVED: to recommend to full council that an additional grass cut is scheduled for November due to the current rate of growth.
9. To discuss setting a date for the Village inspection
This is an annual inspection undertaken by the Property Committee either on one day or over several days.

10. To discuss increasing the Monetary Levels for obtaining quotes
Currently when seeking contractors to undertake work for the PC up to the value of £25000, three quotes are required which on occasions has caused delay in getting repairs and improvements undertaken. Councillors discussed altering the monetary levels for obtaining quotes as follows:
£0-£2000k - I quote required
£2001 - £10000 2 quotes required
£10001 - £25000 3 quotes required
