MINUTES OF THE PROPERTY COMMITTEE MEETING
HELD AT MULSANNE PAVILION, FIELD CLOSE
ON TUESDAY 5 December 2023, AT 7.15 PM
Present: Cllr D. Newsam (Chair), Cllr P. McNeill (PM), Cllr C.Johnson (CJ), Cllr A.Crook (AC), Cllr C.Payne (CP)
Also in attendance: Cllr A. White (AW), Jane Ashby (FM), Claire Ward (AC), and a member of the public
The public session commenced at 7:15pm
A member of the public attended the meeting to discuss the removal of an Ash tree in Green lane.
There being no more business for the public session the meeting commenced at 7:30pm
1. To resolve to receive apologies and accept reasons for absence – None
2. Disclosure of interests in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations - None
3. The notes of the Property Committee meeting held on 7 November 2023 to be approved as the minutes
It was proposed and seconded and RESOLVED: to approve as a correct record, subject to rectification of minor typographical errors, the notes of the Property Committee meeting held on 7 November 2023 and to authorise the Chairman to sign as the official minutes. The Chairman duly signed the minutes.
4. Financial Matters – (FM)
a). To approve/ratify recent and proposed expenditure

It was proposed, seconded and RESOLVED: to approve/ratify recent and proposed expenditure
b). To consider the income and expenditure report as at 30/11/23 – noted
5. Facilities Manager Report (for information only)
Members noted the Facilities Manager report including:
a). Facilities Additional tasks log.
b). Facilities work task sheet.
6. To appoint additional working groups
a). Amenity Areas/Miscellaneous
Members discussed a new Amenity Areas/Miscellaneous Working Group, led by Cllr D.Newsam and Cllr C. Johnson.
It was proposed, seconded and RESOLVED: to approve a new Amenity Areas/Miscellaneous Working Group, led by Cllr D.Newsam and Cllr C. Johnson.
7. Working Groups reports.
a). Beck and Flood Resilience Working Group (PM)
- At the meeting on 16 October 2023 Storm Babet was discussed at length, it was agreed a ‘Beck Watch’ WhatsApp Group would be set up and that routine Beck inspections and maintenance would be reported.
- Future options for Hydraulic modelling were discussed.
- Berms were discussed again resulting in the berm project being rejected.
- The Beck downstream of Vicarage Lane has been inspected and there are significant obstructions. New riparian letters have been drafted.
- An article will be submitted to Nettleham Matters regards the Beck and its bearing on events of the 20th Oct.
- Next meeting likely to be scheduled for January 2024.
b). Field paths Working Group (CJ)
- At the Meeting 8th November 2023 it was agreed that the group should help organise a Christmas Walk, with December 30th being the preferred date.
- The group felt that there is no appetite for any additional benches on the field paths.
- It was noted that the path maps are out of date in not showing the extent of new housing and that many unofficial paths, established by lockdown walking activity, are still regularly used by walkers, and occasionally equestrians
- Options for the promotion of walking routes are to be explored by the group.
8. To consider the proposals from the Beck and Flood Resilience Working Group
Following discussion members agreed to accept the proposals from the BFR working group.
It was proposed, seconded and RESOLVED: to approve the following proposals from the Beck and Flood Resilience Working Group.
i. It is proposed that a policy of keeping the culvert entrances and exits clear of vegetation for a distance of 2 metres upstream and downstream should be adopted.
ii. It is proposed, that the Property Committee support further costing research and seeking 3rd party funding for ‘professional’ hydraulic modelling of the Beck.
iii. It is proposed that NPC take the lead role initially in negotiating for obstructions in the Beck downstream of Vicarage Lane to be removed; and to approve the draft letters A & B to Riparian owners.
iv. It is proposed that any new development proposals that may impact flood risk from the beck are resisted by NPC unless they are accompanied by specialist hydraulic modelling showing there would be a positive or neutral impact on flood risk.
9. To appoint a Vice Chairman to the Property Committee.
Cllr P McNeill offered to undertake the role of Vice Chairman of the Property Committee
It was proposed, seconded and RESOLVED: to appoint Cllr P McNeill of Vice Chairman to the Property Committee
10. Correspondence
a). Donation of a Memorial Bench
The Parish Council have been approached regarding the donation of a memorial bench.
There is a vacant bench base at the corner of the Croft and Crescent close, or alternatively a new bench and base could potentially be sited between the Cemetery and the Swathe.
- FM to respond to the correspondent outlining thew two options, including costs involved ACTION FM
11. Date of next meeting:
The next meeting of the Parish Council’s Property Committee will be held on 9 January 2024 at Mulsanne Pavilion Field Close. Please email items for the agenda and relevant paperwork for the next meeting by Tuesday 2 January 2024 for inclusion on to the Property Committee Agenda.
