NETTLEHAM PARISH COUNCIL

MINUTES OF THE EXTRAORDINARY MEETING OF THE PARISH COUNCIL HELD AT THE OLD SCHOOL, NETTLEHAM

ON TUESDAY 5th September 2023, AT 7.15 PM

 

Present: Councillors: Cllr Mrs A. White (Chairman), Cllr A. Henderson, 

Cllr D. Newsam, Cllr A. Simpson, Cllr C. Johnson, and Cllr T. Crook 

Also in attendance:  Three members of the Neighbourhood Plan Working Group

 

Councillors not present: Cllr J. Healy, Cllr P. McNeill, Cllr C. Payne, Cllr J. McGuire 

 

The public session opened at 7:00pm 

There being no items raised in the public session the council meeting was opened early. 

 

The meeting opened at 7:05pm 

 

1.  To RESOLVE to receive apologies and accept reasons for absence received prior to the meeting.

Apologies were received from Councillor C. Payne.  It was RESOLVED to accept the reasons for absence.   Apologies were also noted from Councillor Barrett of West Lindsey District Council (W.L.D.C) and Lucy Waller Clerk to the Council.  In the absence of the proper officer Councillor Mrs A. White recorded the notes of the meeting. 

 

 2.  To RECEIVE declaration of interests in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations (Declaration of any disclosable interest in a matter to be discussed at the meeting and which is not included in the Members’ register of interests) 

It was noted that all Councillors had a personal interest in item 3 as residents of the Parish, and Councillors Johnson and White were members of the of the working group for the Review of the Nettleham Neighbourhood Plan, however the interests would not constitute a need for dispensation. 

 

3.  To RESOLVE whether to approve submission to West-Lindsey District Council of the Revised Nettleham Neighbourhood Plan – submission version dated August 2023.

Councillors noted a brief summary of the Review of the Nettleham Neighbourhood Plan highlighting the below key points: 

  • Sites and numbers of houses could no longer be identified.
  • Design codes had been developed.
  • Residents had been consulted twice.
  • Comments from W.L.D.C had been responded to.
  • Following Parish Council approval, the document was to be passed to W.L.D.C who forward it on for examination.
  • Consultants had been employed to create the Character Assessment and to develop the plan.  
  • Once implemented the plan would have the power to influence planning applications.
  • Areas without Neighbourhood Plans lacked protection when planning decisions were made. 
  • Word proofing comments would be implemented by the consultant.
  • The plan cannot address existing flooding and drainage issues but could be applied to future developments. The Parish Council would need to lobby the statutory authorities regarding flooding and drainage issues along with those involving traffic, parking and speeding.

 

It was RESOLVED to approve the submission of the Revised Nettleham Neighbourhood Plan – submission version dated August 2023.
