MINUTES OF THE PROPERTY COMMITTEE MEETING HELD AT THE OLD SCHOOL SMALL HALL, MILL HILL ON TUESDAY 9 July 2024, AT 7.15 PM

The public session commenced at 7:15pm
A member of the public spoke in relation to the ‘no mow’ area at Riverdale. Whilst the residents support biodiversity they feel strongly that this is not a suitable area, as it’s adjacent to gardens, popular with dog walkers and naturalised planting has been undertaken in the area.
The meeting commenced at 7:35pm
1. To Resolve to receive apologies and accept reasons for absence
Apologies were received from Cllr A.Crook (AC), Cllr C.Payne (CP)
It was proposed, seconded and RESOLVED to accept the apologies for absence
2. Disclosure of interests in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations

3. The notes of the Property Committee meeting held on 4 June 2024 to be approved as the minutes.
It was proposed, seconded and RESOLVED to approve the notes, of the Property Committee Meeting held on 4 June 2024 as the minutes of the meeting.

a). To consider the income and expenditure report at 30/05/24 - noted
5. Facilities Manager Report (for information only)
- The removal of the street snooker infrastructure at the MUGA was discussed.
6. To discuss Election of a Vice Chair.
It was proposed, seconded and RESOLVED to defer the election of a Vice Chair to the next meeting in September when more councillors would be present.
7. To discuss recruitment of Councillors to working groups.
It was proposed, seconded and RESOLVED to defer a discussion about the recruitment of Councillors to working groups until more Councillors are available.
8. To receive working group updates.
- Field Paths – several local field paths are being encroached on by crops, making them impassable. It was noted that new bridge has been constructed on the bridle way leading from Lodge Lane.
FM to raise the issue of impassable field paths with LCC Countryside Access Officer ACTION FM
- Conservation Working Group – the renovation of the telephone box has been completed.
9. To consider New Allotment Rent Review Report.
Councillors discussed the review of rents report for the new allotment site, and the recommendation to call the site the ‘Cricketer’s Walk Allotments’.
It was proposed, seconded and RESOLVED to recommend to Full Council that the initial annual rent for:
i. 105 m2 plot should be £50.00
ii. 155 m2 plot should be £75.00
In addition, it is proposed to charge a £100 deposit for the plot and a further £10 deposit for a key to the communal shed, and to adopt the name ‘Cricketer’s Walk Allotments’.
10. To discuss feedback from residents on the No Mow areas.
Following feedback from residents of Riverdale about the ‘no mow’ area, Councillors discussed appropriate action and agreed that the area would be cut regularly in future but left to grow during May. In addition, Councillors have recommended that the grass is cut back by 1m alongside the footpath at Kingsway. ACTION FM
It was proposed, seconded and RESOLVED to recommence regular grass cutting at Riverdale, except during ‘no mow’ May.
11. To consider recent Tree Survey Report for Mulsanne Park.
Councillors considered the report and noted that some tree trimming has been recommended.
It was noted that reports should also be shared with the Climate Change Working group ACTION FM
FM to approach contractor for a quote to undertake the work ACTION FM
12. To consider Quotation for the installation of CCTV in Bill Baileys play area.
A quote for the installation of CCTV in Bill Baileys play area has been received and Councillors debated the merits of investing in surveillance of the park. Following discussion, it was agreed to delay the decision about installing CCTV cameras until the autumn but to continue to monitor the situation closely.
