NETTLEHAM PARISH COUNCIL FINANCE COMMITTEE MINUTES OF THEMEETINGHELD AT THE OLD SCHOOL, NETTLEHAM ON MONDAY 6 AUGUST 2024, AT 5.30PM
Present: Cllr D. Newsam (Chairman), Cllr J. McGuire and Cllr A. White
in attendance: Carl Thomas (RFO)
1. To receive apologies and accept reasons for absence
No apologies
2. To receive disclosure of interests in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations.
None
3. To approve the minutes of the Finance Committee held on 25th March 2024
It was unanimously resolved to approve these as a true record.
4. To approve the minutes of the Finance Committee held on 14th May 2024
It was unanimously resolved to approve these as a true record.
5. To review accounting statements and budget for period ending 30th April 2024
The accounting statements had previously been circulated by the RFO with no matters arising.
6. To review Earmarked reserves
Members discussed the earmarked reserves and agreed to make no changes noting hat adjustments will need to be made due to ongoing projects.
7. To review Investment Arrangements
The RFO had provided an update that he was still struggling to find sufficient accounts to spread the Council’s reservesoffering sufficient protection inline with the FSCS. This was primarily as many banks will not open accounts for Parish Councils.
A further report would be submitted to the next full council.
8. To review utility review
Council had previously resolved to move energy accounts to Octopus. This move had bene problematic with Octopus being less than helpful with no consistency and the transfer still had not taken place despite instructions being given to Octopus as far back as May.
As this delay had effectively cost the Council money as we are now on a variable tariff with our existing supplier to agree theRFO suggested agreeing a new contract with the existing supplier. This was agreed and the RFO would communicate to Councillors.
9. To appoint committee member to review quarterly internal control
Cllr J. McGuire would liaise with the RFO to undertake the review.
10. To agree dates for future meetings
The next meeting would be towards the end of September 2024.
